CITY MANAGER

Since July of 2007, Janice Casteel has served as City Manager of Cleveland, TN.

She stepped into the position with a long list of qualifications and more than 34 years service to the City of Cleveland in some capacity.

Mrs. Casteel began her city career  34 years ago at the front desk at Cleveland City Hall. She  has served as city finance director for many years and has served as city clerk.  During this time, she continued her education and twice served as interim City Manager. In  2007 she  took the helm with a long list of accomplishments , qualifications and hands-on  experience.

The City Manager is responsible for all City operations and assuring that Council policies and ordinances are enforced correctly. The City Manager is also responsible for the preparation of an annual budget and capital improvements program. She is also a policy advisor to the City Council, particularly on the financial conditions of the City. She is responsible for any hiring, training, disciplinary action, and termination of all City employees.

The City Manger oversees the supervising of the Administration Department which is made up of the Purchasing, Information Technology, and Human Resources divisions. She is also responsible for developing communications programs to keep the media, general public, employees, and the City Council informed.

 

 

ASSISTANT CITY MANAGER

Melinda B. Carroll

Under general direction of the City Manager, the Assistant City Manager assists the City Manager in the planning, direction, evaluation, and oversight of municipal operations. The Assistant City Manager develops communication programs to keep media, general public, employees, and City Council informed. She also implements the mandates and directives of the City Manager and City Council.

The Assistant City Manager also serves as Purchasing Director for all City departments. Duties include the preparation of specifications and bids for projects and equipment, assist in providing pricing for capital items and annual vendor contract, interview vendors seeking city contracts, and schedule auctions for the disposal of surplus property.
